How to develop a good university governance
The management of a university is different from the management of other institutions and organizations, due to
the unique nature of the university.
This institution not only
produces and presents services but also other products (goods). University services are required by the
public at large but are still expected
as a non-profit organization. Universities need to be managed to remain existing, both those who get
support from the government and who
are fully private.
The University is held and organized and maintained its existence is to be
able to meet the needs of the
community, nation, and state for the existence of quality higher education, the
existence of research useful, and the development of science, art and culture
that can improve the dignity, dignity, degree and well-being of the people, the
nation, and the country. Based on the
nature of the university, the management of the university is not only directed
to maintain the existence of the university – survival – but also directed so that the university can really be
Produce everything that is needed by the community and present it to the community
as well as possible. Universities must
be managed in order to process to produce out-puts to meet the needs of
the community earlier.
To be able to meet the needs of its stakeholders the university does
need to survive, but the hard struggle of managing the university is not
only for the survival of the
institution or for the welfare of the institution itself, but must at the same
time be able to meet the needs of all
its stakeholders. So there are two challenges faced by university
managers, namely survival and meeting the needs of the community. These
two things should not be perceived as being separated in the long run. The two
challenges are like two sides of the same currency, inseparable. Universities
that are unable to meet the needs of their stakeholders will not be able to
survive (in the long run). And universities that do not survive (well)
will also not be able to meet the needs of its stakeholders.
The challenge for the university's management is increasingly western if it
is remembered that the needs of the community that must be met by the
university are dynamic. This means that the needs from time to time are always
changing in the sense that they always increase in number or many and are
demanded always increase in quality. The need for higher education is demanded
by more and more people, and the quality is demanded the better. Similarly, the
demand for the nelitian and development of science.
University management must be able to make the university able to meet the
demands of such a society. Simply put, it can be said that a successful
university is a university whose success is mainly in organizing education and
in carrying out research whose results are felt by the community. So it's not
just because of the good management. But long-term it is true that good
university management will have an impact on the implementation of good
education and research. Conversely, poor university management will have the
impact of hindering the development of the education and research process in a
better direction.
There are still among us who work in universities that are less aware of
the successful university is a university whose success is mainly to be
mastered and felt by students and graduates. For example, students feel a lot
of useful lessons from their universities; students and graduates are much
sought after by employment; its graduates are rated higher than other university
graduates; graduates are easier and faster to get a job; Graduates are more
easily accepted to continue their education to a higher level, and so on.
We need to be more confident that there is good teaching by every lecturer,
there is a lot of good research in all departments, there is sufficient
academic support elements, and there is a good academic atmosphere all of which
will lead to a good and effective education needed by the community. Those advantages
will last for a long time, and will create the love and loyalty of students and
graduates to the institution. Any university must strive through various
efforts so that finally its university can achieve the conditions as outlined
above.
The university would be much better off if its management was able to
define more broadly the aspects necessary to make the university successful.
The University succeeded not only because of a good environment, without
efforts to find new things through research activities and other efforts to
create a conducive academic atmosphere.
A large number of students can be an indication of a successful university,
but it is not enough if it is not accompanied by the quality dimensions of
other components. Conversely, a
large number of students will actually be a very heavy burden for the
university if it is not balanced with the increasing quality of other elements.
The burden will actually make it difficult for universities to succeed. The
country needs more successful universities, especially universities that can
succeed without inheriting the treasures and status of their predecessors.
The university was successful due to the performance and achievements of
all its staff and students. Therefore faculty, non-educative employees and
students are the most important component in university life. They are human
resources that must be properly managed so that they can perform well and lead
the university to success. In the future , human resource management
needs greater and better attention if universities are to be more
successful.
In the past, human resources who manage universities have received better
attention in the hope that they will be able to manage other human resources
better and more appropriately to be able to actualize the potentials in him
more optimally to the maximum. Apparently better attention to university
managers who provide a relatively better level of well-being has not been able
to make it better able to manage
other human resources.
Whereas these other human resources, including lecturers and
students, whose achievements will determine the success of the university. It
is clear that human resource management is the most important component of
univer-sitas management. Management of other components (finance, facilities,
infrastructure, and others) must be more directed to be more successful in human resource management
in order to perform better.
University success in one respect is a good momentum to drive the next
success in other things. Institutional management is one factor
whose success will lead to other successes in university life. University
management needs to be built in order to trigger the success of other
university factors. For success universities must be able to encourage the
growth of initiatives from below and prevent unnecessary "control".
Universities that want to be more successful always try hard to motivate and
facilitate their staff and students in order to achieve high achievements.
The success of a
university may be driven more by the ambition to become a
"world-class" university or to win competition in the ranks of
universities in its environment. Without such ambition it is difficult to
expect the university to spur itself to be better. The existence of a government-run
competitive block grant is
intended to foster such ambitions. To what extent has the program succeeded in
fostering the ambition of improving our universities? Does the ambition to
improve university really exist in our university environment? Or limited to
the ambition to get bigger funds?
Success is difficult to achieve in a university with a strict hirarkhi structure and top-down management. Such management structures and patterns will result in the ine free and smooth communication between units and between individuals, which results further on the lack of smoothness and good interaction between the unit and the individual. If this happens it is obviously not profitable for a good work process to occur. Success will be easier to achieve when the structure is flat, communication can be quick and informal, which academic staff and administrative employees will feel that their ideas will be considered on the basis of their values and merits, which are open to debate, and not because of rank, position, and position.
The
University needs to empower and empower itself in order to be able to use its
freedom to become a dynamic and independent institution. That's why university autonomy is granted
little by little. But if this autonomy is not utilized by universities then the
university does not take advantage of the opportunity to learn independently
and dynamically. For this
reason, universities need to adopt a management style that allows universities
to actualize all the potential that exists in lecturers and students, rather
than a management style that silences their initiatives.
